Does Horowhenua District Council’s first 20 year Long Term Plan walk the talk on community outcomes?
The cheerful exterior of the Horowhenua District Council’s first 20 year Long Term Plan (LTP) consultation document contrasts markedly with the content inside.
The community is becoming increasingly distressed about council’s intention to impose skyrocketing annual rates increases of between $500 and $700 in urban areas and at least $2000 for rural residential and farms in the next ten to fifteen years to construct new water and waste water systems in five targeted areas.
Which is why it is questionable the council is committed to walking the talk on “community outcomes” included in the LTP which includes a “sense of place”, a “safe and supportive environment” that is “inclusive, connected [and gives the] opportunity to influence local outcomes and decisions.”
Despite new essential infrastructure being planned due to “new growth” council has stated in the LTP reintroducing Development Contributions, that land and property developers used to pay to help fund essential infrastructure costs, won’t be discussed until 2019-2020. Development Contributions were cancelled by council in 2015.
Council’s apparent refusal to reintroduce development contributions is despite an admission by council in the LTP on Horowhenua’s essential infrastructure that, “many of these assets are now reaching, or have already passed, the end of their expected life.”
The LTP states a preference to “progressively pay for more asset renewals from rates and operating surpluses” which raises the question of why council has also signalled an intention in the LTP to increase debt levels by 20 percent to $171 million. What is the increased debt paying for if not one of the most expensive costs of a council: essential infrastructure?
Also there are no operating surpluses as the LTP states, “Council has a history of budget deficits which, in the last LTP, we hoped to turn around by 2018-2019…we are now working to turn this around….by 2021-2022.”
This means ratepayers will be entirely and solely responsible for new asset renewals in the foreseeable future when an extensive number of land and property development projects, included in the council’s draft Horowhenua Growth Strategy 2040, are due to be rolled out
From November 2017 to March 2018 urban residents connected to council water systems experienced water restrictions for three months but none of these areas are targeted for significant essential infrastructure improvements over the next twenty years.
The council also does not intend to develop new waste management solutions in Levin either despite being a Lake Accord partner committed to restoring heavily polluted waterways and Lake Horowhenua in an area of cultural and environmental significance.
Council has also indicated a preference to dispose of ALL community halls. In the LTP council makes the comment, “if selling them proves unsuccessful in some cases there may be no other option but to demolish derelict buildings.”
Submissions close on March 26 and hearings and deliberations will be carried out in May before the final 20 year LTP is adopted by council in July.
And this fly over, one week before Obama’s visit? What is going on? This entourage consisted solely of international bankers from all over the world it’s reported.
What were the heads of DoCand the ‘bank that rules the world’ out purveying pristine South Island sights for? And what does Goldman Sachs have to do with the conservation of NZ’s flora and fauna? As we found out last century, the predatory funding of the banking fraternity comes with conditions. Doesn’t bode well in my opinion.
Consider all this in light of the recent signing of the (un)modified TPPA ‘deal’ that benefits mostly corporations, the recent revelations around the upcoming Wanaka Air Show boasting ‘impressive’ global military representation, the imminent visit at the same time by Barack Obama and ‘right on cue’ Hillary Clinton and the mysterious events surrounding the 2011 Christchurch Quake and its parallels with Haiti, one could be forgiven for being somewhat suspicious of this company of people. Call me conspiratorial if you wish but add to that the fact it’s all a bit timely, especially with the fast & furious sale of vast swathes of South Island property including Otago to offshore wealthy folk who are supposedly escaping the apocalypse they believe is coming, and it’s difficult to believe it’s a case of ‘nothing doing here’. (Note, Donald Trump’s right hand man Peter Thiel has bought Damper Bay in Wanaka Otago. US news anchor, Matt Lauer has bought Hunter Valley Station, Otago). The common denominator for the better part of all the aforementioned is the US. And speaking of the US & its military (which go together like peas in a pod) I forgot to mention the discussions that have been under way for some time between DARPA (US military) & NZ Landcare Research on the proposed release of genetically modified insects. We are ‘favored’ for this ‘experiment’ because of our island status. Very handy all around. Hello guinea pigs.
NZ & the US military have been cosying up for quite a while now especially since our former ‘esteemed’ PM ‘Sir’ John (now managing other monies) spent a good part of his dubious ‘service’ oiling the US war machine. Having gone this far on topic I may as well mention it’s been said he likely profits from NZ’s debt and just hours after the Christchurch Quake signed away seabed exploration rights to the giant oil company Anadarko.
The info on the six helicopter entourage was posted on the no to 1080 use in NZ Facebook page by Carol Sawyer. The company of international bankers along with DoC’s Director General went flying over Fiordland, reliable word has it, on 14 March 2018, quoted here (with minor edits, go to the source to read the original):
“Six Squirrel helicopters were chartered from Alpine Helicopters, Wanaka. They only have five Squirrels so one was chartered in by them.
Apparently, Director-General of Conservation Lou Sanson, and presumably other DoC” people, “took a pile of international bankers on a Tiki Tour. I am told the Hong Kong-based head of Goldman Sachs was one of them.
They went to Fiordland – landing in the Murchison Mountains, (Takahe), Chalky Island (Kakapo) in Chalky Inlet, and Resolution Island in Dusky Sound.
I have also been told this helicopter operation would have cost at least $80,000 to hire. I thought DoC was short of money? Did the big bankers pay for this trip? A Squirrel helicopter seats the pilot and six passengers, so with six Squirrels that is at least 30 people involved.
In the evening they were seen landing at Manapouri, where they had their evening meal … at the Manapouri Hotel, before the trip back to Wanaka.”
Was Lou Sanson’s “great ‘success’ “ with “DoC’s Battle for the Birds program, and the importance of Predator Free 2050” part of the discussion?
Carol has noted the remoteness of the areas they viewed in their flight from Wanaka to Fiordland. Fiordland is very remote and the places they were going could not be reached by road. Resolution Island is in Dusky Sound, Fiordland and has no road access. Chalky Island is in Chalky Inlet, Fiordland and also has no road access.
The pertinent question is asked: “What the heck are we giving these rich international bankers in return … land? mining rights? our souls? …” I would concur on those questions and would place my bet on all of them. It’s been put to me before by some readers that that mining is the agenda for clearing off our lands with 1080 of all things living. There is more than one theory on that. I suspect it is multi-purpose. Personally I know of folk who have heard poison contractors boast they’ve upped the strength of 1080 in order to kill the deer. It’s working. The wild lands are becoming less viable as sources of wild food given the risks now involved, witness the recent poisoning of the Putaruru family who ate wild boar (the authorities didn’t test for 1080 within the appropriate time frame) the green beehives seen recently by bee keepers and the poisoning of our waterways by DoC with impunity. And yes people appear to have been poisoned historically also but the authorities are very tight lipped about those occurrences and aren’t admitting a bar of it.

Barack Obama landed in New Zealand early this morning – and our own former Prime Minister, John Key, and his family are already on their way north for a golfing rendezvous with the former president.
Obama is on his first visit to New Zealand and organisers are pulling out all the stops – from actor Sam Neill as one of his hosts, to flying in chef Peter Gordon from London to cook for him.
The 44th president of the United States of America landed in a private Gulfstream jet at Auckland International Airport at 12.13am on Wednesday after spending two days in Singapore. There was a heavy police presence.
A quick peruse at this link will tell you golf’s on the agenda. Hobnobbing with the rich & famous. Or are he & Key discussing how he’s sold us all out? Sold all the housing the likes of which he once lived in? Or perhaps they’re discussing the growing child poverty rate? Or homelessness? Not likely.
And amidst a media ban, so what don’t they want the public of NZ to know?

At his most recent event this year at the Massachusetts Institute of Technology, the rules were that “photography, video recording, streaming and social media posting, including on Twitter, Facebook, Instagram, Snapchat and other platforms will not be permitted without exception”.
For the past year or so, I’ve been following a critical situation in New Zealand, where local communities decide whether to fluoridate their water supplies. A number of communities have said no.
A bill in the national parliament would change all that.
If the bill passes, the decision to fluoridate would fall into the hands of so-called District Health Boards—which are part of a federal system. At that point, New Zealand would be fluoridated as a matter of top-down command; local choice would be gone.
Now, there is a battle going on in the parliament about allowing debate on the science of fluoridation. Apparently, the pro-fluoridation forces are terrified that open presentations will expose official lies and destroy their position.

Horowhenua District Council lost $1.86 million on the sale of the pensioner housing and 1.1 hectare of bare land to land and property dealer Willis Bond according to a recently released Audit NZ report. The loss on the sale contradicts statements made by council’s chief executive David Clapperton in an April 5, 2017 Community Connections newsletter that, “There are..important criteria, including a realistic price offer.” A council Community Housing Transfer document also stated the aim was to “receive a fair market value on sale.”
The Audit NZ report for the Year ending 30 June 2017, presented to the February 18 Finance, Audit and Risk committee, noted “some of” Audit NZ’s “recommendations from last year’s reports to the council had been addressed, but there were still improvements required.”
The council was criticised on a number of fronts including presenting an incomplete set of draft accounts in “some areas” and “delays during the audit in receiving follow-up information especially in relation to [council owned land and property] revaluations and some service performance measure support” which impacted on “the timeliness and completion of audit work.”
Other concerns include a lack of controls over council’s expenditure system. “Although management has developed a report that may assist to mitigate the risks of unauthorised expenditure, without the one-up review there is still the risk of fraud and inefficiencies.”
“Recommendations have been made [by Audit NZ] in previous years to enhance the purchase order controls in the expenditure system to specifically require purchase orders to be approved on a one up basis. This would decrease the risk to the district council by providing a mechanism to prevent inappropriate expenditure being incurred.”
The Audit NZ report stated that previously manager’s were required to independently review or approve a purchase order but, “there is now no requirement for manager approval over the subsequent invoice.”
According to an updated council Delegations Register Mr Clapperton is authorised to spend up to $1 million on specified contracts for services.
In a ‘Review of Sensitive Expenditure Internal Audit’ 9 August 2017 report financial audit, tax, and advisory company KPMG said an alternative approach to the “one-up review” was required for the chief executive and the Mayor because “there is no more senior person.”
KPMG recommended, “the customer and community services group manager approve the chief executive’s sensitive expenditure and the chief executive approve the mayor’s sensitive spending and the mayor approve the customer and community service group manager’s sensitive spending.”
Although KPMG and Audit NZ have both expressed concerns about control over council spending the council told Audit NZ, “both last year and again this year, that there is no intention to following a one-up approval approach in the electronic purchase order system.”
“It is Council’s view that sufficient controls currently exist in the procurement process and the implementation of one up approval for purchase orders would neither be operationally efficient nor significantly lessen the risk.”
On conflict of interest matters the Audit NZ report stated, “more detail still needs to be included for handling of issues, breaches and their mitigations…for such areas as secondary employment.”
Audit NZ also found, “not all assets in the land and buildings asset class were revalued and there were assets that were revalued by the valuer that the District Council no longer owned.”
Audit NZ also found that, “Adjustments to the valuation information were difficult to follow and increased the audit time involved in reviewing the valuation work” and that, “The valuations assumed that useful lives of infrastructure assets had remained the same and no review was done against asset condition.”

In 1997, Joel Griffiths and Chris Bryson, two respected mainstream journalists, peered into an abyss. They found a story about fluorides that was so chilling it had to be told.
The Christian Science Monitor, who had assigned the story, never published it.

A-bomb scientists were told they had to do studies which would conclude that fluorides were safe.

The guns and ammunition of a 56-year-old Lighthouse Point, Florida, resident were confiscated by police in what is reportedly the first such seizure under gun control laws signed by Gov. Rick Scott (R) last week.
The Orlando Sentinelreports that “four firearms and 267 rounds of ammunition” were taken from the man, and he was “taken to a hospital for involuntary psychiatric treatment.”
The seized firearms were listed as “a Ruger LCP .380 pistol, an M2 Mauser .45 pistol, a Charter Arms .357 mag snub nose revolver and a Mossberg 500 12-gauge shotgun.”
The paper notes that “the civil ruling removing his access to guns and ammunition was granted under … new legislation — which permits confiscating guns from people who have not been committed but are deemed a potential risk to themselves or others, according to the order signed by Broward’s Chief Judge Jack Tuter.”
We call on the Tasman District Councillors to ban taking any more water from Te Waikoropupū springs for industrial dairying.
Why is this important?
Te Waikoropupū (Pupū) springs in Golden bay has some of the clearest waters ever measured on earth.
And right now they are under threat from an extreme proposal to take water from the rivers that feed the springs and use it to water grass for more dairy cows. More cows would mean more pollution in these pristine springs.
If accepted the proposal would allow the springs to lose at least 20% of their world renowned clarity. It would also allow the level of nitrate pollution go above what National Institute of Water and Atmospheric Research (NIWA) has recommended is the safe upper limit. (1)(2)
The springs are of immense cultural, ecological and spiritual importance to New
Zealanders and are also visited by tens of thousands of tourists every year. They are Wahi Tapu (sacred place) for local iwi.
But in the coming months, Tasman District Councillors could accept this drastic proposal from a group called FLAG – the Takaka Freshwater Land and Advisory Group. This would be a disaster for the springs, for New Zealanders and for the local economy that depends on tourism.
Our international reputation and one of our cherished places of unique natural beauty destroyed forever.
These councillors have a choice to make. They can either protect the springs, or they can choose more dairy cows.
We the undersigned call on them to protect and safeguard this national and international treasure for current and future generations.

These medications may be the real cause. In the past, doctors dismissed mental confusion and memory loss as a part of the aging process.
However, today scientists know that memory loss as we get older is not inevitable. In fact, the brain can grow new cells and reshape their connection during the life.
Many people are aware of the numerous things that may impair memory, like drug and alcohol abuse, head injuries, strikes, heavy smoking, severe stress, sleep deprivation, lack of vitamin B12, or illnesses, such as Alzheimer’s.
However, what many people do not know is that some prescribed drugs can also affect memory.
Unluckily, the number one death cause in the United States is adverse drug reactions. In fact, prescription drugs cause more than 100.000 deaths a year, and over 1.5 million hospitalized patients, who experienced adverse drug effects.
The prescription drugs, which cause numerous cognitive health issues, including memory loss, are divided into three categories. Here they are.
1. Statin drugs
Statin drugs are used to regulate high cholesterol levels even though they are dangerous drugs that lead to brain damage.
When it comes to this, ¼ of the brain is made of cholesterol, which is essential for memory, learning and thinking. However, it is considered that statin drugs have side effects and lead to memory loss.
2. Sleeping pills
Sleeping pills usually cause memory loss and lead to a state, like being drunk or in a coma. For this reason, they do not regulate the sleep needed to the body to recover itself.
For example, Ambien, a well-known drug, is also known as an amnesia drug, because it causes night terrors, hallucinations, sleep driving and sleep walking.
3. ‘Anti’ drugs
The anti drugs, including antispasmodics, antipsychotics, antihypertensive, antidepressants, antibiotics, antihistamines and other, affect the levels of acetylcholine in the human body, the main neurotransmitter essential for learning and memory.
The low levels of acetylcholine in the body lead to blurred vision, hallucinations, mental confusion, delirium, dementia, memory loss, and other health issues. Drugs that block the effects of acetylcholine are known as anticholinergic. Some of the most common side effects of anticholinergics are:

This month marks the seventh anniversary of the triple disaster that hit the east coast of Japan on March 11, 2011, when a 9.1 magnitude quake and tsunami led to a meltdown at the Fukushima Daiichi Nuclear Power Plant. Almost 16,000 people were declared dead.
While the nuclear disaster is becoming a distant memory for most Japanese, for some others it is their everyday reality. Nuclear refugees and evacuees face discrimination, separation from loved ones, and in some cases, they are even forced to return to the former evacuation zone.

The United States Air Force has confirmed its intention to have the world-renowned F-16 Fighting Falcon Jet Demonstration Team attend Wanaka from the Misawa Air Force base in Japan. Also displaying at the Airshow will be the C-17 Globemaster Demonstration Team out of Hawaii. Both the F-16s and the C-17 will operate out of Christchurch International Airport for the duration of the Airshow. Christchurch Airport is to host the Americans on the ground as according to the airshow organisers they’re unable to land at Wanaka. The RNZAF will help out with flying members of the US contingent through to the Airshow at various times over the weekend say the show’s organisers.
The timing of the visit which can expect aircraft to fly in ahead of the show coincides with the visit of former President Barack Obama and a month ahead of Hillary Clinton’s visit organized by the US Chamber of Commerce and US Business Council, the organization heavily involved in lobbying for the TPPA and believed to be in discussion regarding the reentry of the US into the treaty following the next American election (thought Trump hinted at the re-entry of USA into TPPA at Davos in Janaury this year). Therefore potentially the aircraft may also be participating in the anticipated visit by Obama to the South Island following the sighting of private jets, used in the advanced Secret Serivce of Bill Clinton during APEC 1999, in Dunedin earlier this month.
The American aircraft will not only ensure the biggest ever line up of modern military aircraft at the Wanaka airshow but the RNZAF intends to have one of the largest turnouts of its aircraft types at the Airshow. This is in addition to other Five Eyes (the defacto military arm of the TPPA) members attending the show including the Australians who are sending a Spartan transport aircraft along with Hawk Jets while the French are coming with the CASA transport jet.
Wanaka is currently also the site of a NASA facility funded by the US military, one of several facilities to pop up or expand using equipment built by known military contractors, these include the expanded Waihopai facility in Blenheim, Rocket lab in Gisborne, a private facility however funded by the US Navy, expanded tracking facilities in Bluff, among other known or suspected sites upgraded or added to in the past few years.
Further the visit by contemporary military aircraft at this year’s air show is not the only time we have seen an influx of Five Eyes military aircraft to New Zealand.
On August 3 2017,” New Zealand Defense Minister Mark Mitchell confirmed that Singapore’s fighter jets would be participating in an upcoming military exercise between the two countries. The news came as the two sides consider options for basing these aircraft in one of the country’s largest airfields for training as part of their broader effort to further their military cooperation in the coming years”. (Ohakea will also be basing a Singapore cyber intelligence unit and comes at the time Five Eyes is using Information Dominance warfare to suppress dissenting voices on social media).
Singapore is believed to have left equipment when their intelligence, cyber intelligence and artillery trained here during Operation Rolling Thunder while the USA left helicopters and other equipment here during Operation Koru in 2015. These exercises mark an escalated presence by Five Eyes security forces since 2011 including several visits by the US marines based in Hawaii. Our sources suggest this includes building barracks for the Marines (at this stage able to house 300 soldiers) in Waiouru for permanent “winter training”.
In January 2017, Singapore and New Zealand officials discussed stepping up cooperation through various ways. One of these opportunities had been for Singapore to set up a pilot training base at Ohakea Air Base, New Zealand’s third largest airfield, recently subject to a $2 billion dollar upgrade, as the land-scarce city state continues to look for other partners that can provide room for it to train its armed forces.
In February 2017 two Singapore F-15s were at the Ohakea Air Base for celebrations commemorating the 80th anniversary of the Royal New Zealand Air Force. And in June, when New Zealand’s air force chief Tony Davies paid a visit to Singapore, he viewed a static display of the F-15 fighter aircraft at Paya Lebar Air Base.
On August 3, Mitchell, the defense minister, announced that a Republic of Singapore Air Force (RSAF) training exercise hosted by the Royal New Zealand Air Force would take place at Ohakea Air Force base from 30 August to 25 September. Jacinda Adern and Winston Peters who have both confirmed their commitment to both the TPPA and the Five Eyes security alliance have yet to suggest this proposal or the 20 billion earmarked under national will be scrapped under their administration.
This month Prime Minister Jacinda Ardern said her ministers were working to get an exemption for New Zealand from the US’ imposition of tariffs on steel and aluminium. This supports the Postman’s claims last month that the current trade war and aluminum tariffs would be used by the USA to reinstate it self in the TPPA and have the currently suspended TPPA provision reinstated. The Tiwai smelter employs over 3000* people and is the backbone of Southland economy which generates over 20% pf the country’s gross domestic product.
Adern told reporters New Zealand had a strong case for an exemption because of its “long defense and security relationship with the United States stating New Zealand was clearly not an intended target of the tariffs, given its steel exports to the US were small. Ardern stated New Zealand’s relationship was similar to Australia’s in many ways and Australia had been given the exemption. Both New Zealand and Australia are ‘five eyes’ intelligence partners with the US.

A new Lancet Oncology study, reported widely in the mainstream media, confirms that the so-called “breast cancer genes,” i.e. BRCA1/2, do not have the power to determine breast cancer survival outcomes, as widely believed by the medical profession.
“[There is] no significant difference in overall survival or distant disease-free survival between patients carrying a BRCA1 or BRCA2 mutation and patients without these mutations after a diagnosis of breast cancer.”
“The study, published in The Lancet Oncology, found 12% of 2,733 women aged 18 to 40 treated for breast cancer at 127 hospitals across the UK between 2000 and 2008 had a BRCA mutation.
The women’s medical records were tracked for up to 10 years.
During this time, 651 of the women died from breast cancer, and those with the BRCA mutation were equally likely to have survived at the two-, five- and 10-year mark as those without the genetic mutation.
This was not affected by the women’s body mass index or ethnicity.
About a third of those with the BRCA mutation had a double mastectomy to remove both breasts after being diagnosed with cancer. This surgery did not appear to improve their chances of survival at the 10-year mark.”
The study has powerful implications for the future of breast screening programs and the standard of care for ‘breast cancer’ patients. So powerful is the belief that BRCA genes ’cause’ breast cancer, that millions around the world consider it fact. Celebrities like Angelina Jolie have added fuel to the fire of this dangerous myth, by electing to have her breasts removed ‘prophylactically’ due to her BRCA status and the recommendations of her physicians.
