The origin of this document goes back even further, to the 1970’s and the 1992 Earth Summit in Rio de Janeiro, when President Bush signed on. Here are the other countries that signed including NZ. The following year President Clinton took office and created the President’s Council on Sustainable Development to implement Agenda 21 in the United States. Here is an excerpt from George Bush Snr’s speech at that Earth Summit:
The United States fully intends to be the world’s preeminent leader in protecting the global environment. We have been that for many years. We will remain so. We believe that environment and development, the two subjects of this Conference, can and should go hand in hand. A growing economy creates the resources necessary for environmental protection, and environmental protection makes growth sustainable over the long term. I think that recognition of that fact by leaders from around the world is the central accomplishment of this important Rio Conference.
This is all fine sounding rhetoric from a nation that among other things has spawned genetically modified food and Roundup, the most toxic herbicide on the planet, that refuses to let us choose for ourselves if we want to consume GE food, that dumps its banned toxic chemicals on poor and vulnerable nations and sprays the planet relentlessly with toxic chemicals … I could go on but all of this alone is sufficient cause for me to hear warning bells. The call for environmental protection through economic growth is also a farce, given for instance the Gulf of Mexico oil spill courtesy of BP … these limited liability corporations have morphed into giant behemoths that enjoy virtually guaranteed immunity under a body of corporate law built up over more than a century. The current state of global pollution can be traced ultimately I believe, to the fact that corporations have ensured in their fine print that largely, they don’t have to clean up after themselves … they leave that to everybody else. They owe their first allegiance, not to the public, but to their own shareholders, and because their number one mandate is to maximize profits and given the way corporations have written in their fine print the means by which to escape liability for damage to both peoples and the environment. Now how do these fit in with sustainable development? Their practices are largely unsustainable.
Comprised of federal agencies, corporations, and non-profit groups, the President’s Council on Sustainable Development moved quickly after the Summit to ensure that all federal agencies would change their policies to comply with it.
A non-governmental organization called the International Council of Local Environmental Initiatives, ICLEI, is tasked with carrying out the goals of Agenda 21 worldwide. This plan though is not generally know by the name Agenda 21, rather it is known as the Sustainable Development plan. It is a global plan and is implemented locally through our Councils, including some NZ Councils. New Zealand was represented at the original ’92 Summit and signed on along with all of the other nations present. The catch words nevertheless are, ‘Sustainable Development’ and these are referred to regularly in the rhetoric, documents and plans of the Regional Councils including the Rangitikei. The NZ Councils so far that are ICLEI councils are Auckland, Dunedin, Kapiti and Palmerston North.

It should be noted that Agenda 21 sets up the global infrastructure needed to manage, count, and control all of the world’s assets. Included are the forests, fresh water, agricultural lands, deserts, pastures, rangelands, farmers’ fields, oceans and inland waterways, marine environment, marine life, cities, housing, sewer and solid wastes, methods of production, air, pollution, biotechnology-every aspect of living-farming, production and manufacturing, research and medicine, etc., along with you and I. Rosa wrote ‘Behind the Green Mask: U.N. Agenda 21’, a book that exposes the true agenda of the Sustainable Development movement if you like. Sustainable development as a concept, a plan, an aspiration, is definitely a good thing, there’s no doubt about that, however those who initiated this agenda, have in mind something very different, and something not all of its proponents are aware of. As always we are fed the thin end of the wedge in a palatable form (the 21 version) … like the frog in warm water analogy … the temperature is raised now the first version is has been taken on board.
