How does a hegemon exercise control?

The United States built the undersea cables that carry global Internet bandwidth. By 2002, less than 1 percent of that traffic moved between regions without passing through U.S. infrastructure. The NSA has direct access to those communications. The Treasury uses this access to enforce financial sanctions and freeze assets.
