The Court of Appeal of Turin confirms in a full judgment published on 13 January 2020 (904/2019 of 3.12.2019 , Romeo v. INAIL) the decision of the Tribunal of Ivrea of 2017. Judge Fadda considers that the worker’s acoustic neuroma (benign tumour of the head) was indeed caused by the use of the mobile phone.
According to the Court:
“there is protective scientific jurisprudence that supports the assertion of causation based on criteria of “more likely than not”. P.33.”
And to add:
“Epidemiological data, the results of experiments on animals (not contradicted, at present, by other experiments of the same type), the duration and intensity of exposure … which are particularly important in view of the dose-response relationship established – at the scientific level – between exposure to mobile phone radiofrequencies and the risk of acoustic neuroma, as well as the absence of any other factor which could have caused the disease”.
The scientific analysis by independent experts appointed by the Court confirms the causal link
All the scientific elements of the case were re-examined and re-analysed by two new experts appointed by the Court of Turin (Carolina Marino, Angelo D’Errico). The Court of Appeal fully accepted their conclusions and rejected INAIL’s* appeal, stating that CTU had provided:
“strong evidence to assert a causal role between the complainant’s occupational exposure, his exposure to radiation from mobile phones and the disease that occurred”.
This is the second Italian appeal judgment in favour of a worker after the Brescia judgment in 2010, which concluded with the confirmation of the Supreme Court in 2012, case of Marcolini v. INAIL. In this case, the Court of Bergamo had rejected the application in first instance.
A landmark judgment that will have international repercussions
The Romeo v. INAIL case is therefore historic. It is the first in world judicial history to have had two consecutive judgments in favour of the plaintiff. It is also historic because of the principles underlying this decision and particularly because it is written about the conflicts of interest of certain experts close to the mobile phone industry.

5G – The Global Human Experiment without Consent & Most Censored Topic of Our Time

Soon 5G will significantly increase our wireless RF radiation (radio frequency microwave) exposure 24/7/365. Senior telecom executives admit they have not done any safety testing on 5G, (nor do they plan to do any), but related research does show is cause for alarm. Thousands of independent studies indicate adverse health impacts from wireless radiation, ranging from cancer and sterility to DNA damage
5G is the next generation of cell phone infrastructure, yet it is categorically different than its predecessors (4G/LTE, 3G, 2G, etc.). It is not a simple upgrade. It is a major increase – and change – in the type of wireless radiation to which we will all be exposed, without consent, whether we use this service or not.
5G builds on existing infrastructure and, in addition, uses extremely high (millimeter-wave) frequencies of 24 gigahertz (GHz) or more. These 5G signals don’t travel far, so antennas will be installed approximately every 2-10 homes in residential neighborhoods. 5G will significantly increase our wireless RF radiation (radio frequency microwave) exposure on a 24/7 and 365 days a year basis.
No Safety Studies
In a February 2019 U.S. Senate hearing, senior telecom executives admitted they have not done any safety testing on 5G, nor do they plan to do any. Currently, there are over two dozen cities in the U.S. and countless cities abroad that have 5G, yet there is no scientific evidence to support any claim of safety for it.
What related research does show is cause for alarm. Thousands of independent studies indicate adverse health impacts from wireless radiation. These range from cancer and sterility to DNA damage. The government’s human exposure guidelines haven’t been updated in more than 20 years, while radiation from cell phones, cordless phones, WiFi and wireless baby monitors has increased exponentially in that time.
Planet Earth Blanketed in Radiation
The 5G agenda is vast. It includes 200 billion transmitting objects, according to estimates, that will be part of the Internet of Things (IoT) by 2020, with one trillion transmitting objects a few years later. 5G is meant to usher in more robotics, artificial intelligence and autonomous vehicles, including 5G antennas installed inside cars – behind our heads and irradiating our brains – so we can talk to people in other vehicles and instruct our driverless cars on where to take us.
5G base stations and 5G devices will have multiple antennas in phased arrays that work together to emit focused, steerable, laser-like beams that track each other. Each 5G phone will function like a mini cell tower, containing dozens of tiny antennas working together to track and aim a narrowly focused beam to search and connect with the nearest cell antenna. The FCC has adopted rules that permit those beams to be as much as 20 watts, ten times more powerful than levels allowed on current phones.
More than 10,000 peer-reviewed scientific studies conducted by independent researchers from around the world demonstrate the harmful biological effects of wireless radiation. Because of their developmental stages, children are much more susceptible. The mechanisms of biological harm from wireless radiation were not well understood until Martin Pall, PhD, demonstrated how voltage-gated calcium channels are disrupted, resulting in excessive intracellular calcium ions affecting our cells. Numerous independent studies on millimeter-wave radiation already show a range of biological effects, indicating that an increase in frequencies may worsen harmful effects.
Government Corruption
The Telecommunications Act of 1996, section 704, gives the telecom industry free reign and prohibits opposition to wireless infrastructure based on environmental effects, which includes health effects. Thankfully, this prohibition is being challenged in court right now.
The telecom industry is supposed to be regulated by the Federal Communications Commission (FCC); however, the Harvard Center for Ethics describes the FCC as a “captured agency” that is dominated by the industry it is purported to regulate. The multi-trillion dollar telecom industry wields massive lobbying power and formidable public influence through pervasive, propagandistic advertising and media presence promoting 5G.
In the Information Age, data drives the economy. 5G is being touted as the next industrial revolution, when, in fact, it amounts to surveillance capitalism, in which intimate details of our lives are tracked, recorded and sold to the highest bidder, irradiating us all the while.
Let’s Irradiate the Sky, Too
In addition to millions of new base stations on Earth, 5G includes an eventual 20,000+ satellites in low orbit, affecting the ionosphere. Players include Elon Musk’s SpaceX, OneWeb and Amazon. At this time, 66 5G satellites have already been launched, with more on the way. The direct radiation from these satellites, combined with their contamination of our ionosphere, along with pollution of the global electrical circuit would likely be catastrophic to all life on Earth.
5G threatens to provoke serious, irreversible effects on humans and permanent damage to all of Earth’s ecosystems. Immediate measures must be taken to protect life in all of its forms. [WASHINGTON, DC]— During today’s Senate Commerce, Science, and Transportation Committee hearing on the future of 5G wireless technology and their impact on the American people and economy, U.S. Senator Richard Blumenthal (D-CT) raised concerns with the lack of any scientific research and data on the technology’s potential health risks.
Blumenthal blasted the Federal Communications Commission (FCC) and the Food and Drug Administration (FDA)—government agencies jointly-responsible for ensuring that cellphone technologies are safe to use—for failing to conduct any research into the safety of 5G technology, and instead, engaging in bureaucratic finger-pointing and deferring to industry.
In December 2018, Blumenthal and U.S. Representative Anna G. Eshoo (CA-18) sent a letter to FCC Commissioner Brendan Carr seeking answers regarding potential health risks posed by new 5G wireless technology. At today’s hearing, Blumenthal criticized Carr for failing to provide answers, and instead, just echoing, “the general statements of the FDA, which shares regulatory responsibility for cell phones with the FCC.” Blumenthal also decried the FDA’s statements as “pretty unsatisfactory.” A PDF of Carr’s complete response is available here.

My name is Derrick Broze. For the past 8 years I have worked as an independent freelance investigative journalist in Houston, Texas. Since 2012 I have covered a wide range of topics, from indigenous resistance at Standing Rock, exposing government and corporate surveillance, and reporting from important trials like Chelsea Manning’s sentencing, and the Silk Road trial. Throughout this time, I have noticed that choosing to investigate certain topics, often results in being labeled a conspiracy theorist, or, at the very least, a proponent of less-than-credible journalism. One of these “forbidden” topics relates to potential harms caused by the use of cell phones and related digital technology.
Over the years I have seen articles discussing research on the dangers of radio frequency radiation and electromagnetic fields. Again, I noticed these studies never made mainstream newspapers, or headlines on the 24 hour cable news cycle. Even if the news had reported on this information, would it have made a difference?
I – like millions of people around the world – never gave a second thought to the possibility that cell phones or laptops could be causing harm to human health. We assume that the government agencies responsible for these fields have tested everything for safety. I started to wonder Has this blind faith in authority been a huge mistake?
My ignorance of these topics came to an end in September 2018 when I learned that the City of Houston had recently partnered with companies like Microsoft and Verizon to turn Houston into a “Smart City”. This Smart City would use emerging 5g technology to power the so-called “Internet of Things”, which In turn will allow for autonomous vehicles, robot assistant’s, artificial intelligence, sensors in the street to moderate street lights and environmental warning systems, and many other futuristic technologies we have been promised.
At this time, I had little understanding of what exactly 5g was, but my preliminary research had shown me that there was an increasing amount of people raising questions about the potential health and privacy concerns. I also learned that there were lawsuits taking place across Texas and around the world, as the opposition pushed back against the federal government and the wireless industry seizing power from towns, cities, and states.
On October 1st, 2018 Houston Mayor Sylvester Turner held a press event with officials from Verizon wireless. The Mayor and Verizon CEO Hans Vestberg were on location at a Houston couples home as they installed 5G equipment and helped the young couple become “the world’s first 5g customer”.
DB: Mayor Turner, as far as moving forward with innovation and wanting to be the first, has anybody stopped to look at any studies related to potential health effects of increasing the amount of small cells in the city, as well as privacy concerns that the American Civil Liberties Union and others have put out concerns regarding the push towards smart cities?
Houston Mayor Sylvester Turner: you know, I haven’t seen any recent studies on it. I mean the reality is that, umm, if you want to move things quicker, if you want to innovate, you’ve got an installation that, I mean, the infrastructure is critically important”
DB: is there any concern about the health effects of the increase in small cells?
Hans Vestberg, CEO Verizon Wireless: The studies that have been done over years, has not shown any effects or health effects on the radio signals and there’s no difference. There are safety rules on all of it that is regulated by the regulators, how much power you can use.
I was not satisfied with their answers. I did more research and the following week I attended Houston City Council to share what I had found with the Mayor and Council. (video) This visit to council was followed by another, and another, and another. These videos gained more than 900,000 thousand views via Youtube alone, leading dozens of activists from around the world to reach out and encourage me to keep going.

Brain tumours have overtaken leukaemia as the leading cause of cancer deaths in children 1 (both are associated with EMR exposure). Children today have an unprecedented exposure that is higher than that experienced any generation before them and they have been shown to absorb more radiation than adults.
A five year old can absorb sixty percent more microwave radiation than an adult 2 and exposures in bone marrow can be up to ten times greater 3. Overall, they are more likely to suffer greater biological effects from EMR exposure because:
- Children’s thinner skulls, and smaller bones allow greater absorption into bone and deeper tissues
- Children’s brains (especially neonates) can have higher water content and so absorb more radiation
- Children are smaller (a relatively higher proportion of their tissues may be closer to a point source) 4 5 6 7

Children in Ireland protest against proposed Vodafone cell tower installation at their school
Note the protest signs: “While on our summer holidays, Vodafone put up a planning application for a mast, they left our school out of their map, our classes are in the greatest beam of intensity”.
This is how sneaky they are. Yes these towers get erected any old where pretty much and with impunity. (See the cancer cluster info from living near one). I’ve seen them in NZ right near schools where little ones spend their days. Even right next door to preschools. They get put up with no consultation & of course because the people are told they’re safe, nothing to worry about, nobody raises a protest by and large. You will hear the story of the young student whose Uni accommodation was right near one of those towers. His life reached an untimely end after reported headaches that turned out to be a brain tumour. When his mother later investigated she found that his predecessors in the same hostel room had also contracted cancer & died. Page after page … you will see and hear her tell the details. These towers are a crime & we must protest them when they propose erecting one in the vicinity of populations…. as these awake children are in Ireland. EWR

Dear _______,
You are my elected representative. This legal notice of liability is designed to be used as evidence in court if needed and intends to enlighten you and to protect you from attracting civil and criminal liability in relation to your actions and/or omissions surrounding the deployment of 5G technology within your constituency. 4G/LTE small cells form an integral part of the 5G deployment. This 5G technology will cause me to be exposed to wireless non-ionizing electromagnetic radiation against my consent and in my home.
Contamination of my home with 5G may cause damage to my home if it becomes a health risk to me and thus render my home uninhabitable. Irradiating me with wireless non-ionizing electromagnetic radiation against my consent would be an application of force against my person and which causes fear of bodily injury and could be classed as a civil trespass and/or a criminal assault.
Any level of exposure of man-made non-ionizing electromagnetic radiation can be diagnosed by my medical practitioner as an adverse health effect pursuant to the WHO’s International Classification of Diseases ICD-10, code W90 thus rendering any safety limit as set by the government safety standards obsolete as to protecting my health. As needed, I may see my doctor for advice on the 5G issue.
If 5G technology is deployed within your constituency, I expect that you as my elected representative will exercise due diligence to certify that all parties deploying 5G technologies have sufficient insurance cover to compensate for damage or harm caused by the emission of wireless non-ionizing electromagnetic radiation. Please note that this could be a problem, since underwriters such as Lloyds of London do not insure for such harm and damage.
I urge you, as my elected official, to act in the public interest by addressing the potential cumulative harms of densification (the crowding of small cells into a limited area to enable 5G) and insisting that public safety regulatory authorities need to prove that such densification of 5G technology is safe and that any deployment of 5G, Artificial Intelligence (AI), and/or the Internet of Things (IoT), is regulated appropriately to ensure that the national security and the safety and privacy of the public and myself is not compromised.
You need to protect the public from other harmful wireless technologies such as Wi-Fi in schools, “smart” meters on dwellings, and the like, and to replace those technologies with safe and efficient wired technologies, such as Ethernet and/or fiber optics, as the end-nodes of internet delivery systems to dwellings, schools and commercial buildings. Forward-thinking cities are already doing this.
I implore you, as my elected official, to act in the public interest by protecting the public and myself from being persecuted by the passing of laws that restrict the Courts, law enforcement agencies, municipal councils and local governments from taking action to protect the public from harm to health and damage, caused by 5G and other wireless technologies.
I am genuinely concerned for your welfare, the general public and mine, and this is a situation of the utmost urgency. I have studied the relevant facts and am thus aware of the danger. As a result I am in fear and I take the risk of harm and damage to me very seriously.

A French court has ordered the removal of electricity smart meters from 13 homes

A French court has ordered the removal of the controversial Linky electricity smart meters from 13 homes, for medical reasons.
The tribunal de grande instance (TGI or the civil court) of Tours considered the case of 121 “anti-Linky” complainants, and threw out 108 of the claims. The remaining 13 were accepted, with the court conceding a possible link between their medical complaints and their Linky smart meters.
One included a seven-year-old child living in Tours, who was – the court said – in “a state of chronic fatigue” and having “difficulty sleeping”, as proven in a medical note, “which could be linked to the Linky meter”.
The court demanded that in the case of these 13 individuals, the Linky meter be removed, and the households be delivered electricity without the device.
Lawyer for the complainants, Arnaud Durand, said that he would push for compensation for “the people who will not be able to live at home”.
In June 2017, medical safety agency L’Agence Nationale de Sécurité Sanitaire (Anses) concluded that the meters could be linked to some “health doubts” – including the possible consequences of exposure to electromagnetic fields.
These have not yet been resolved, according to Me Durand.
He is now hoping to bring more cases against the installation of the Linky meter throughout France.
The country has already seen 22 cases brought to court, including in Rennes, Toulouse, and Bordeaux. Most claims were thrown out, except for a few complainants who cited “electro-sensitivity” to the meters.
The Linky was first rolled out by electricity distribution network company Enedis in 2015. The meters enable electricity use to be measured remotely, so users are charged without a need for a manual reading by the homeowner or an engineer.
Homeowners are also expected to save up to €50 per year on their bills.

This FOI will give you and our community a National insight into how well resourced your Council is; who they are giving your money to; and how much you are being left in the dark by these unscrupulous companies/suppliers.

Electropollution and the Decline in Health of a Nation
The biggest health threat to the US is electropollution. The explosion of iPhones, Blackberries, WiFi, WiMax, video game consoles and even remote-control toys has fundamentally changed our electrical environment. You can’t see it, you can’t taste it, you can’t touch it; but the air all around us is increasingly filled with electromagnetic radiation (EMR) that is penetrating our bodies and disrupting our body chemistry – perhaps forever.
Every moment of every day, invisible fields of electrons are striking our bodies like tiny darts, triggering dozens of bio-chemical reactions, which undermine our health and stealthily lay the groundwork for disease.
How does this happen? As Nobel-prize nominee, Dr. Robert Becker described in “The Body Electric,” our brains; our hearts and every one of the seven trillion cells in our bodies operate on electrical impulses. These minuscule electrical fields can easily be disrupted by the electropollution around us, especially when frequency wavelength is in the brainwave region (0-33 hertz), or matches up with and resonates with electrically-charged particles like ions and chemicals or organs of the body. Becker also found that healing only takes place if the current at the point of injury is negatively charged. When it turns positive, the healing process shuts down. So, even our ability to heal is fundamentally dependent upon electrical fields and thus subject to interference from ambient EMR. In the 1960s NASA found that astronauts would lose up to 50% of their bone mass in just weeks without the presence of the earth’s natural electromagnetic field. Later an artificial version of the earth’s electromagnetic field was added to the spacecraft, which reduced the problem.

Fifth-generation mobile networks will offer many times the speed of today’s “4G”.
But it’s not clear at this point if it will be a test site, some kind of wider deployment, or a marketing spin on improvements to Vodafone’s 4G network..

My Story
My name is Stephanie and I have Electro Magnetic Sensitivity or EMS as it is known and I am sharing my story with you in hope of shining a light on what it is like to live with EMS and the impact it has on my life. Also I would like to share with you the dangers of cell phones, cell phone towers and all things wifi.
For the first 42 years of my life my health was what you might describe as uneventful. Then one evening in the year 2000 I went to bed and my heart went into an irregular rhythm. I had never experienced that before then and in a few short weeks I developed a rash on my inner thighs which was neither itchy or sore. Over the following years these symptoms were with me constantly. My hair also thinned, my face developed blotching, my cheek bones were sore and my joints began to ache. At the eight year mark my health quickly deteriorated with trouble breathing, anxiety and depression, leaky gut and more. All this and I was still trying to go to work. I had worked for Westpac as a teller for the previous eleven years. To try and find out what was happening to me I started to investigate the risks of working with plastic and up came an illness called Multiple Chemical Sensitivity (MCS) and of course all of my symptoms. At that time I happened to meet someone who had developed MCS working in an Xray department at a hospital using the developing chemicals. She said it certainly sounded like I had developed MCS from the plastic money, and when I next went to the doctor he agreed. I spent the next couple of years trying to stay in the land of the living while my body tried to detox the poison through my skin. When I started to feel a bit better I started to dig deeper into what this illness was exactly and how this was going to impact my life from now on. In everything I read there was always a foot note that read, if you have MCS then you will have EMS as well and if you don’t have it now you will eventually develop it. At this point I chose not to believe it and continued trying to recover from my illness. Nearly twenty years have elapsed since my first symptom and I have never had a day off. In the past few years I had to face the fact that I have both EMS and MCS and have had EMS since the first irregular heart beat.
I learnt that a cell phone tower was erected behind our property the very year I started getting sick.
It was within 100m of our home. I have also learnt that my daughter is also sick with EMS. Her first symptom was in 2000 also and her symptoms are all the same as mine. Like me she has only known for as long as me. My daughter and I are both unable to work because wifi is everywhere. We are only able to go into general population when wearing protective clothing like anti magnetic clothing under our regular clothing. To be able to move freely is no longer an option. We are unable to go to cafes, the library, movies or concerts. In other words we can no longer be in society. This impacts relationships as well. Your home has to be wifi free and it is preferable to have a home
that shields you from the EMF’s from the outside world, like a faraday cage. My 36 year old daughter and I have had to leave our families, including my son. I can no longer be an integral part of my grandchildren’s lives. My daughter spent five years studying Jazz and music and had to give up because she was so unwell. She then studied coding in Melbourne Aus. for three years and had to give up again because she was so unwell. It was when we found out about EMS that the penny dropped. I live on a property that I jointly own with my sister. We are both artists and have tried to develop an artistic life but now because a cell phone tower went up in the dead of night up the road from our house we have to sell and forget about our dreams of a creative artistic life together. We had been working on building a little cafe over the last three years and now it is no longer. The way people are expected to live their lives on line is not an option for me. I cannot be connected and neither can my daughter. But now everything is online and the services that used to provide an alternate way are quickly being removed, for example we need a landline for a phone but you cannot get a landline hooked up to a piece of land anymore which is going to make it hard for us as we will probably have to buy a piece of land to be away from the EMF’s. I am currently nursing lesions on my right arm that I have had for nearly two years. It is my body detoxing from the exposure I had when my daughter returned from Melbourne and the wifi was turned on. If I don’t leave here then the addition of 5G from the cell phone tower up the road will probably be enough to put my health in serious jeopardy. Because we are unemployable we are financially disadvantaged, and to try and get to a safe place and get all that you need to be safe has a financial cost. The government should be owning what it has decided to do to New Zealand’s population and help with protecting the already sick. Also doctors need to be trained about the illness and learn to recognize the symptoms. I am so sick of seeing the media and invited guests talking about the anxiety and depression epidemic and blaming it on social media (not entirely innocent but not the real problem) when it is the device itself and the EMF’s it is dousing it’s user in every three seconds. Over the years as I shared my story with people I met I was always greeted with…oh you poor thing, you must be so sensitive. I accepted that initially but not whole heartedly. We are what is known as the canaries of the 21st century, the indication that something is not ok in our environment that is making people sick and all of earth’s inhabitants sick. Other auto-immune diseases are also linked to wifi such as Cancer, Autism, Multiple Sclerosis, Parkinson’s, Asthma and food allergies. If I could recommend anything to read to give you good information on this vast subject it would be “An electronic Silent Spring” by Katie Singer. Food for thought; This technology is being sold to us as the answer to climate change, a replacement to the damaging fossil fuel technologies we have been exposed to over the last 100 years plus, but electro magnetic frequencies are microwave radiation. The same as your microwave oven that you use to cook things.
It leaves me asking…is this cooking the planet as well?
Also I recently watched the programme of the moon landing in 1969 and they mentioned that the EMF’s used in the modern cell phone is 100,000 times stronger than the EMF’s used in 1969 to communicate with the astronauts on the moon. Could this technology that is being sold to us as the answer to global warming, the new way forward for human evolution, the best thing since sliced bread, in fact be a poison chalice, so toxic for our planet and all its inhabitants that we may not recover from its toxic reach?

Since Tuesday, March 19, 2019, the auction of frequencies for the new 5G mobile communications standard has been in progress in Germany. Frequencies in the 2 gigahertz band and in the 3.6 gigahertz band will be allocated. Compared to the other mobile radio generations, 5G will emit significantly shorter microwaves. Data should be transmitted at least a hundred times faster than with the current 4G networks. While 5G is being promoted as a future technology with a huge growth market, many people are worried about what this high-frequency microwave radiation will mean in terms of radiation exposure for humans, animals and nature. One of them, who has been intensively involved with the dangers of microwave technologies, is the British microwave expert Dr. Barrie Trower, a former specialist of the Royal Navy for the development of microwave weapons. Klagemauer.TV was able to conduct a telephone interview with Dr. Barrie Trower about questions on 5G and microwave radiation. In this first part of the interview he reports on warfare with microwaves, which have been used since 1949. According to Dr. Trower, very short-wave microwaves such as 5G, also known as millimeter waves, can cause severe damage to brain and nerves in humans. In his military days he compiled a list of about 60 different impulse frequencies, which can cause around 200 different diseases in humans. Nowadays the list has increased from 60 to about 750 different impulse frequencies. These have an effect on the approximately 1500 proven biological structures in the human body. The combined effects of the damaging frequencies have not yet been taken into account. Dr. Trower also explains why microwave radiation can cause cancer. He also explains how animals and especially insects are endangered. However, 80% of them pollinate our plants and thus ensure our food supply worldwide. Experiments have shown that microwaves destroy up to 90% of insect species within a few generations. The dramatic absence of insects already last year is a frightening testimony to this. Sprint has shut down a 5G cell phone tower amid an outpouring of concerns over recent cancer cases. Ripon elementary school parents have long suspected that the tower is responsible for several cancer cases in students and staff. Ripon Unified School District confirmed that the tower is now turned off. Sprint will now look to relocate that 5G tower. Last March, many of these same parents accused the school district of accepting kickbacks in exchange for supporting 5G towers near the school.
All in all, three teachers and four students have been battling various cancers since 2016. Two preschool-age children have been diagnosed with a malignant tumor and leukemia. Another family claims that their 22-year-old son who attended the school had a brain tumor surgically removed.
“I think it is admirable,” Monica Ferrulli, a Ripon parent who has long fought Sprint’s 5G tower, said to the Modesto Bee. “I was actually very hopeful at first but after going to school district meetings I had lost a lot of hope. We have eliminated one factor that could cause the students to be unsafe.”
