EPA Provides ‘Total Transparency On The Issues Of Geoengineering And Contrails’ After Deadly Texas Flooding, As Mainstream Media Admits Cloudseeding Occurred Before Floods
“Americans have legitimate questions about contrails and geoengineering, and they deserve straight answers,” says the EPA chief. But it’s more gaslighting as usual.
As of today, July 10th, 121 people have been confirmed dead and over 170 are still reportedly missing, after massive flooding swept through Texas last week. With flooding as horrific as it was, many have asked how such a travesty could happen, and there is some fairly solid evidence that directly points towards cloudseeding/geoengineering as the culprit. Even mainstream media is now being forced to admit it, even if they have to call those asking questions “conspiracy theorists.”
As more people become increasingly aware of the practice of weather modification and cloudseeding, as governments and companies become more overt in their ambitions to modulate the weather to supposedly fight climate change or enhance rainfall in dry areas, more people naturally are looking into this and questioning the practice.
12 U.S. states have introduced legislation to ban the practice, while Tennessee officially banned it last year.
Even though cloudseeding has been promoted on daytime television, mainstream media publications continue to label anyone questioning the practice or its existence as tin-hat wearing “conspiracy theorists.”
Nevertheless, as people began to question and post evidence that the recent floods were the cause of cloudseeding, mainstream media sprung into action to shame anyone who for thinking this… while still admitting that cloudseeding is going on.
The Washington Post cites Augustus Doricko who funded a cloudseeding startup in 2023 called Rainmaker, which prior to the storms that led to the mass flooding, dispersed metals into the atmosphere to induce more rain and that therefore was the cause of the disaster. The WaPo says, “That’s impossible, atmospheric scientists say. Cloud seeding, in which planes scatter dust particles through clouds to trigger rain and snow, remains a fledgling technology, the effects of which are too limited and localized to produce anything remotely like the 15 inches of rain that drowned swaths of South Central Texas over the Fourth of July weekend.”
The WaPo goes on to claim that “hasn’t stopped conspiracy theorists from latching onto cloud seeding as an incendiary explanation for natural disasters. The search for a scapegoat has turned a spotlight on a controversial technology that has drawn interest from drought-stricken Western states and dozens of countries looking to replenish water reservoirs, despite limited evidence that it works and broader social and environmental concerns about altering the weather.”
But the paper does still acknowledge the cloudseeding occurred and silver iodine was sprayed into the sky, per a “contract that Rainmaker had inked this spring with the South Texas Weather Modification Association,” the WaPo wrote. The paper then tries to argue these conspiracy theories are exacerbated because several dozen countries openly participate in weather modification. The outlet wrote:
Efforts to debunk conspiracy theories about geoengineering are further complicated by the fact that some governments really are trying to modify the weather.
At least 39 countries have cloud-seeding programs, according to a December report from the U.S. Government Accountability Office. China has invested at least $2 billion since 2014. Saudi Arabia spent more than $250 million on cloud seeding in 2022 alone, according to the report, and the United Arab Emirates and Indiahave invested millions of dollars more in recent years.
While 10 U.S. states have proposed or passed laws banning cloud seeding, nine in the West — amid the worst droughts some areas have seen in 1,200 years — spend millions of dollars a year to squeeze rain or snow out of clouds. Utah leads the pack, with a $5 million annual cloud-seeding budget.
Modern cloud seeding uses techniques the federal government first tried in the 1940s to boost rainfall and disrupt severe storms. Government scientists spent millions of dollars over decades tinkering with clouds.
In the 1960s, the Defense Department secretly tried to induce rainfall to wash out North Vietnamese supply routes — a campaign revealedby the New York Times in 1971 and acknowledgedby the U.S. government three years later.
In another infamous instance, Air Force pilots sprinkled dry ice into a hurricane drifting over the Atlantic Ocean in 1947 to see if they could disrupt its formation; instead, the hurricane abruptly turned toward land, strengthened and caused one death and $2 million in damage, prompting public outcry. The deadly shift was a coincidence, Rauber said, but it taught scientists they should avoid any appearance of causing a disaster.

The government website explains who, how much of the state is directly cloud-seeded, and why and how they do it.
With more substantive evidence that cloud seeding could invigorate convective clouds—promoting their growth and capacity to produce rainwater—a coordinated, State-funded program began in earnest in the latter half of the 1990s. Today, with drought a pending, if not ever-present, threat to the economy and well-being of Texans, rain enhancement projects flourish within large areas of Northwest, West, and South Texas. In fact, the seven cloud seeding projects today cover about 31 million acres (or about one-sixth of the land area of the state). When a severe drought was a greater threat at the end of the previous century, as many as 51 million acres were included in cloud seeding “target” areas in the state.
Texas’ present-day cloud seeding efforts are much more than well-considered responses to drought, however. They are also concerted efforts, using the latest technological tools and understanding, to replenish fresh-water supplies in aquifers and reservoirs as well as to help meet the growing needs of agriculture, industry, and municipalities for fresh water. Political subdivisions like water conservation districts and county commissions have embraced the technology of rain enhancement as one element of a long-term, water-management strategy designed to ensure a growing population has enough water to meet its future needs.
Each of the cloud seeding projects uses specially-equipped aircraft designed to place seeding materials (in the form of pyrotechnic devices, or flares, containing silver iodide and other compounds) into convective towers (turrets of growing thunderstorms) to induce them to expand and process more atmospheric water. The seeding is achieved by burning flares either mounted on the wings of single and twin-engine aircraft or held in racks, and dropped (ejected), from the underside of the aircraft fuselage. Pilots in the aircraft are directed to convective clouds believed by the meteorologist to be treatable with the seeding agent. Timing and targeting are the two critical factors in successful seeding of young thunderstorms. The concerted efforts of both pilot(s) and meteorologist are designed to give the growing cloud a “nudge” to enable it to be more efficient in the way it uses available cloud droplets to grow raindrops.
Even though the Texas state government openly discloses its weather modification programs, some state officials continue to downplay the practice. Sid Miller, Commissioner of the Department of Texas Agriculture, claims the state is not contracting companies to spray the skies and makes an appeal to faith, claiming he prays for rain to come instead.
“There has been a lot of misinformation flying around lately, so let me clarify: the Texas Department of Agriculture (TDA) has absolutely no connection to cloud seeding or any form of weather modification.
“Since the passage of Senate Bill 1303 in 2011, TDA has had no legal authority, responsibilities, or involvement in any weather modification programs. That authority was transferred out of our hands more than a decade ago.
“As an eighth-generation farmer and rancher, I know what it’s like to watch the sky during a drought, hoping for rain. When Texas experiences a dry spell, I don’t depend on artificial weather manipulation; I turn to my faith. I kneel and pray, just as many farmers, ranchers, and rural communities do.
“Let’s put an end to the conspiracy theories and stop blaming others. Our priority should be the recovery efforts in the Texas Hill Country, as we stand in solidarity with our fellow Texans.”
But with many Texans and Americans unsatisfied, yesterday the Environmental Protection Agency (EPA) issued a statement promising “Americans Total Transparency on the Issues of Geoengineering and Contrails.” The EPA published two new online resources “to communicate everything the agency knows about the latest science, research and other information regarding contrails and geoengineering,” the press release explains. “EPA is committed to total transparency with the American public on these topics.”
The press release adds:
EPA’s new online resource on condensation trails, or “contrails,” explains the science behind the aerial phenomenon and addresses myths and misconceptions that have persisted for decades. The new webpage also addresses head-on various claims that these occurrences are actually an intentional release of dangerous chemicals or biological agents at high altitudes for a variety of nefarious purposes, including population control, mind control, or attempts to geoengineer Earth or modify the weather.
EPA also created a new online resource focused specifically on solar geoengineering activities, which involve cooling the Earth by reflecting sunlight back to space, usually through injecting gases, like sulfur dioxide, into the upper atmosphere where they form reflective particles.
The resource delves into the current state of science and research surrounding geoengineering, including the potentially negative impacts it could have on the environment and human health, including depleting the ozone layer, harming crops, altering weather patterns and creating acid rain.
EPA’s new resource also details what EPA has done to identify and track private actors potentially engaged in such activities. Additionally, the online resource discusses weather modification and cloud seeding, and related federal and state government actions.
Along with the release was a video statement from EPA Administrator Lee Zeldin, who attempted to quell concerns Americans have over weather modification. Zeldin acknowledges Americans have been “vilified,” he said, for years for simply asking questions, but under the Trump administration seeks to provide total transparency.
“Americans have legitimate questions about contrails and geoengineering, and they deserve straight answers.
“EPA shares the significant reservations many Americans have when it comes to geoengineering activities.
“Everything we know about contrails to solar/geoengineering will be in there. That means anyone who reads through this information will know as much about these topics as I do as EPA Administrator.
“To anyone who has ever looked up to the streaks in the sky and asked, ‘What the heck is going on?’ Or seen headlines about private actors, and even governments looking to “blot out the sun” in the name of stopping global warming, we’ve endeavored to answer all of your questions […]. In fact, EPA shares many of the same concerns […].”
However, the two links provided by the EPA give the status quo answer and claims there is no connection to geoengineering. Salon reported.
“The EPA website on contrails states in no uncertain terms that “chemtrails” are a myth. The term is used among conspiracy theorists who believe that the contrails of vapor that can form behind an airplane’s engines are actually chemicals being distributed from high altitude. The EPA said those claims are inaccurate, but added that it was “reasonable to ask questions” about unfamiliar phenomena.”
Republican Texas Sen. Ted Cruz called the idea baseless. “To the best of my knowledge, there is zero evidence of anything related to anything like weather modification,” Cruz told reporters on Monday. “Look, the internet can be a strange place. People can come up with all sorts of crazy theories.”
The closest admission the EPA provides is a short blurb stating: “Persistent contrails can interact with wind and clouds to form cirrus clouds, which are thin, wispy clouds that are common at high altitudes.”
When it comes to the term “chemtrails,” the EPA essentially says that this is a false appropriation and conflation with contrails from jet engines. The EPA tries to pass the buck to crop-dusters flying at low levels to spray pesticides on farm fields.
“Chemtrails” is a shortening of the term “chemical trails”. It is a term some people use to inaccurately claim that contrails resulting from routine air traffic are actually an intentional release of dangerous chemicals or biological agents at high altitudes for a variety of nefarious purposes, including population control, mind control, or attempts to geoengineer Earth or modify the weather.
“Some members of the public have been concerned when they see low flying planes spraying fields known as crop dusting.”
In the end, the EPA pretends it has no knowledge of the U.S. ever intentionally participating in geoengineering.
“The federal government is not aware of there ever being a contrail intentionally formed over the United States for the purpose of geoengineering or weather modification. Geoengineering encompasses a broad range of activities that intentionally attempt to cool the Earth or remove gases from the atmosphere. A subset of these activities is intended to cool the Earth by modifying the amount of sunlight reaching Earth’s surface. This is a subject currently going through intense domestic and international public debate, research, and scrutiny for good reason.”

The Weirdest Storm Path of any Hurricane in Recorded History
This Alt Media platform has been closely watching Hurricane Melissa since its very inception. From the beginning, even before it was classified as a tropical depression, Melissa possessed all the signatures of a highly geoengineered frankenstorm.
Quite predictably, NOAA has removed the entire trajectory of this transparently manufactured superstorm from the National Hurricane Center website. Because of Melissa’s absurdly manipulated path from the very start, they really had no choice as geoterrorism investigators and weather warfare researchers would have easily exposed the plot by its very odd behavior.
As it stands at 6:30 AM this morning, Tuesday, Oct. 28, this deliberately slow-moving weather weapon has been stationed right over the island to Jamaica to inflict maximum damage (see the following screenshot). And so it is.
Here’s how Melissa was tracking on Sunday, October 28th before the murderous geoengineers executed a 90 degree angle to slam her right into the center of the southern Jamaican coastline.
Now we see that Melissa has mysteriously produced the “driest tropical eye ever recorded”.
“NOAA Hurricane Hunter aircraft measured the driest eye ever recorded at –4.75 °C (23 °F), which is a sign of a perfectly ventilated eyewall. This is one of the most efficient Hurricanes we’ve ever sampled with modern technology!”
That data point alone proves that this act of catastrophic geoterrorism is the product of the most advanced DARPA-directed weather warfare technology on the planet today.
Furthermore, let’s not ignore these incriminating data points pointing to a full-blown weather attack and geoterrorist operation being perpetrated against the people of Jamaica and Cuba (as usual).
As for “WHY NOW?”, it ought to be obvious to everyone at this late date that whenever these NWO geoterrorists fabricate such a captivating weather drama like Melissa, there is a great need for the globalist cabal to distract US from something very BIG that’s going on under the radar. N.B. What follows are the usual MSM reports that are hyping the 175 mph winds just prior to landfall. If this wind speed is accurate, then Mega Hurricane Melissa is practically a hurricane-tornado just like weather weapon Hurricane Michael when it devastated a large swath of north Florida in October of 2018.
Prime Minister Andrew Holness of Jamaica issued dire safety warnings and ordered mandatory evacuations as Hurricane Melissa, a Category 5 storm channeling 175 m.p.h. winds and enough moisture to drop nearly three feet of rain, made a turn toward his country’s southern coast and its 2.8 million people on Monday.
Speaking on CNN, Mr. Holness offered a grim outlook, saying that he did not believe there was “any infrastructure within this region that could withstand” a storm that powerful.
Cloud seeding is a well known tech and is employed all over the world according to a BBC documentary (see video excerpt below). This is going on in 47 countries, including the US, involving 150 programs ‘as we speak’ says the commentary. See below an application form used in the state of Texas to modify the weather.

Consider the following report obtained in 1996 by the US Dept of Defense titled Weather as a Force Multiplier: Owning the Weather in 2025 (download the pdf, found at the WayBackMachine). Weather modification is well documented and no conspiracy.
So ask yourself, why are they not using it to put out fires?
In the case of Australia’s fires, Max Igan provides some answers here in a videotitled What’s Really Happening With the Australian Fires, posted at the time of the devastating 2020 bush fires. In another video titled Drought by Design – The Genociding of Australia, he explains where the water has really gone from the dried up Darling River and why there is a drought. It’s not as you think and it’s not what mainstream is telling you.
Even more curiously, in 2009 the Sydney Morning Herald reported on an offer by Russia to the Australian Government for assistance with then current fires in Victoria that caused the loss of 173 lives. The offer involved the use of Russia’s fire jets, capable of dumping “42,000 litres of water or retardant on a fire – almost five times the maximum capacity of the ”Elvis” skycrane helicopters.” The offer was declined & “a spokeswoman for the Victorian Government said that despite a search of all available material, no record of the Russian offer could be found.” Strange that.
A NSW fireman of 16 years, Senior Deputy Captain, Murray Drechsler, blamed the government. “The government isn’t working for the people. It’s working for big business and corporations,” he said. Hear him speak at this link.
In the current LA fires, there is a similar scenario with cuts taking place prior to the fires and no water in the hydrants! Folk also comment in the many videos that the fire trucks they saw were few.
Cast your mind back to the Lahaina fires also. So many similar anomalies.
As truth seekers have noted for many decades now, particularly in very recent years, the disasters we see happening are not entirely natural. We have consistently been called conspiracy theorists, however, the evidence of the destructive intent by humans is now right in plain sight.
In little NZ even we are seeing highly questionable changes. I add these lest you think it’s all happening ‘over there’. For instance when White Island here erupted with tourist parties tragically caught out at the time on the island, the rescue people had deliberations and made the decision not to go! The next anomaly was, when private folk without question went immediately to the rescue, a helicopter pilot was charged and taken to court. He lost his business. Meanwhile the NZ authorities tried to take the credit for the rescues carried out. First responders were the private rescuers not the official ones. (In North Carolina with Helene, similar happened!) Private rescues also happened in the Cyclone Gabrielle disaster in Hawke’s Bay, NZ. Folk took off in their jet boats to save people stranded on rooftops and were threatened with prosecution also. Similar treatment for a helicopter pilot there. Then there were the firemen in the Port Hills fires in 2017 who were held back from attending the fires early on. And just 10 days prior to the White Island eruption, curiously, our Civil Defense had transformed into the new NEMA.
This all goes against common humanity. The instant resolve to go to the rescue of one’s fellow humans is being punished.
We have similar observations in recent flooding events world wide, notably Helene in US (NC) (see also here, here, here and here) also Florida, and in Spain (see here and here).
We are seeing frequently the usual markers (some or all) … cover up of true numbers dead (see here also), rescuers not allowed, late arrival of military or any official help, disappearance of funds given, dams released, late or no warning, whistleblowers censored. (See this link). People previously unaware now in shock and horror that their governments would do this to them.
I personally have concluded, we are now to a large extent, on our own. Don’t rely solely on government (corporation) or any of their official departments that are also corporations. It’s a global crime by the same ones who just spent four years culling us all. You cannot trust any of them. Prepare as this man did for the current LA fires. He saved his own home. Get your emergency supplies in. Your escape routes worked out (they block those, ignore them). Warn your loved ones. Take warning from Lahaina, NC and elsewhere. Listen to the ‘conspiracy theorists’ … their info is now fact!
“The goal of this operation and [Hurricane Helene] is an operation, it’s not a natural event…[it] got steered in my opinion,” Fitts says. “The goal of this operation is to take assets and…it’s basically a giant taking…to grab land.”
“The investment banker says:
“We’re having lots of reports of land grab tactics being applied” and adds that the operation “relates to the [U.S. presidential] election.”
“I suspect we’re seeing the White House basically—and, again, this is conjecture—negotiate terms. You know, you’ll get disaster recovery if, you know, you do this, this, and this for the election,” Fitts says.
“The president is saying he’s gonna call back Congress, that there’s not enough money at FEMA to go through the hurricane season, and so they’re strong-arming Congress to come back and basically give the administration what they want on the continuing appropriations process.”
“Furthermore, Fitts says this is also an instance of central bankers attempting to wrangle more control for themselves. “This is all part of installing the digital ID and financial transaction infrastructure you need to assert absolute control,” Fitts says. “And if you look at the patterns, whether it’s the taking or the land grab or other other reports we’re getting out of that area, it looks to me like a lot of assertion of top-down control of counties.”
I just want to reflect on this a little bit. My thoughts may seem obvious and incomplete but I still want to try to put this down:
The recurring pattern we see, from Pearl Harbor, to JFK’s assassination, to Vietnam, to AIDS, 9/11, Katrina, “War in Iraq,” “Covid” and many more induced events I have not listed, is that the magic trick demands we view all aspects of the US “government” as an incarnated spectral being that can vanish and re-appear at will. The main thing to observe is that it is never protective. The guardians of the gates of culture, the ruling classes, guard and protect the trance state that insists Government could not possibly have known/anticipated/done better etc. They do this in many entrenched ways, including by donning windbreakers, going to the scene, and intoning the “tragedy,” but never who let it happen and how.
It (Government) is all-mighty and good and yet it can’t anticipate, nor prevent any catastrophic events its numerous spectral “enemies” (these days including MAGA, imaginary viruses, climate change and “misinformation” on social media.)

The evacuation of 1.2 millions residents, before Katrina hit by then Mayor Ray Nagin seems like a mirage from a bygone era. It was, of course, too little, too late, and Nagin’s role, allegiances, and actions, could be debated for decades.

In August 2005, Hurricane Katrina entered the Gulf of Mexico. Early on Friday, August 26, Mayor Nagin advised New Orleanians to keep a close eye on the storm and prepare for evacuation. He then made several public statements encouraging people to leave but promising that if they did not evacuate, “[w]e will take care of you”.[25] By 10:00 a.m. Saturday, a mandatory evacuation was called for low-lying areas in the surrounding parishes—St. Charles, St. Tammany, Plaquemines, and Jefferson—and a voluntary evacuation for St. Bernard Parish. In accordance with the regional evacuation plan, New Orleans, along with the surrounding areas of Jefferson and St. Charles parishes, were given formal voluntary evacuation orders around 50 hours from Katrina’s landfall. This phased approach along with “contraflow“, wherein all incoming interstate highway lanes are reversed outward, ensured that additional vehicles moving onto already congested roads would not create massive gridlock. The local newspaper reported that Nagin stopped short of ordering a mandatory evacuation because of concerns about the city’s liability for closing hotels and other businesses.[26] (That was somehow magically no longer a concern for any US politician in the winter of 2020 when “Covid hit.” They build out the Anaconda black project by black project. After receiving a late night Saturday call from Max Mayfield, head of the National Hurricane Center, Nagin was advised that Katrina was headed to New Orleans. He ordered the city attorney to prepare legal documents for a mandatory evacuation of the city, the first in New Orleans’ almost 300-year history. On Sunday, August 28 at 9:30 a.m., the mandatory evacuation order was signed and communicated to the public. The Superdome was opened as a shelter of last resort, and police went throughout the city with loudspeakers alerting all remaining citizens to head to key pickup points for free bus rides. By Sunday evening 80% of New Orleanians and visitors were evacuated or relocated.[27]
After the hurricane hit, the federally built and maintained levees collapsed throughout the city. 80% of the city flooded, some areas as high as 20 feet, over rooftops. Food and water became scarce, and looting was common. After hearing reports of this, Nagin criticized the federal and state response on WWL radio, and his passionate outburst went viral.[citation needed]

In response to a question at a town hall meeting in October 2005, Nagin said: “I can see in your eyes, you want to know, ‘[h]ow do I take advantage of this incredible opportunity? How do I make sure New Orleans is not overrun with Mexican workers?'”[28]Some Hispanic groups, including the United States Hispanic Chamber of Commerce, criticized Nagin’s statement,[29] although those attending the town hall meeting reportedly applauded—many believing jobs should first go to locals displaced by the hurricane. Despite this comment, Nagin went on to say this was the city’s biggest economic opportunity and urged New Orleanians to get more comfortable working beside someone who did not look like them, as everyone’s help was needed. During a subsequent interview on Telemundo with Jose Diaz-Balart, Nagin praised the great work Hispanic workers did in New Orleans and said the city would not have recovered without them.[30]

Weather Weapons are Real, They Have a Treaty to Regulate Them

Veteran weather modification expert Ben Livingston is a former Navy Physicist who briefed President Lyndon B. Livingston asserts that asserts that hurricane control was a national priority of the government more than 40 years ago and that the technology was fully operational to control the weather at the time. Having personally flown on 265 missions into the eyes of hurricanes, Livingston remarks that he was “disgusted” by the failure to lessen the impact of Katrina. (Natural News) Puerto Rico has just received a direct hit from Hurricane Maria, a category-4 storm with 155 mph winds at its core. The “weather bombing” of the bankrupt U.S. territory of Puerto Rico is no random event, according to Geoengineering Watch analyst Dane Wigington. In an interview conducted yesterday — to be posted on Natural News in just a few days — Wigington detailed the evidence for “weather weaponization” technology that allows powerful nations to literally steer superstorms into their intended targets.
“Local media is reporting that the Fajardo, Espíritu Santo and Rio Grande de Loiza rivers have all broken their bank,” reports the UK Express. “Terrified residents took to Twitter to reveal their accounts of eerie tsunami sirens blaring through the storm, signalling a possibly deadly storm surge of up to nine feet.”
Millions of Puerto Ricans have lost power. “Hurricane Maria’s ferocious winds continued strafing Puerto Rico late Wednesday morning, shearing off roofs, cutting power to nearly the entire island and pushing rivers over their banks,” reports the Miami Herald. Rosita Galguerra is also quoted by the paper, saying, “The house is trembling – and my house is made of concrete with a concrete roof. The winds are like out of a horror movie and it’s gusts, gusts, gusts. The island is going to be completely destroyed.”
Wigington says the string of powerful hurricanes — Harvey, Irma, Maria — specifically targeting the highest density population areas of multiple states is no coincidence and not based on random chance.

I recently retracted this post to investigate further following comments both here and elsewhere that HR 3732 did not include Irma & Jose in its original wording but was amended on Sep 11th to include provision (increased from $1 million to $25 million) for victims of Hurricanes Irma & Jose. That said, I do not retract my belief that these hurricanes nevertheless are man made or that these two were indeed therefore pre planned. There is enough evidence of that activity to date. I am simply retracting my headline that was written in misunderstanding of the Congress Bill.

Veteran weather modification expert Ben Livingston is a former Navy Physicist who briefed President Lyndon B. Johnson on the effectiveness of weather control back in the 1960’s during the Vietnam era, when he was involved in cloud seeding programs that worked to slow down the advance of Vietnamese and Korean troops. Livingston asserts that asserts that hurricane control was a national priority of the government more than 40 years ago and that the technology was fully operational to control the weather at the time. In this exclusive interview for Prison Planet.tv subscribers, Livingston explains how for decades the US government has had the power to both lessen and increase the severity of adverse weather for their own purposes. Dr. Livingston was assigned in 1966 from the Naval weapons research Laboratory to a marine fighter squadron in Vietnam. Instead of guns, the aircraft under Livingston’s control were fitted with cloud seeding equipment. “My mission was to find clouds and seed them for maximum precipitation value” he stated. Dr. Livingston presents evidence from the Stanford research Institute, who were brought into Project Storm Fury (a weather control program) in the late sixties as a third party, which stated conclusively that knowledge of how to stop hurricanes had been uncovered and that they would be directly liable should a hurricane hit and cause extensive damage and loss of life. Four decades later and Livingston exposes how the devastation caused by Hurricane Katrina could have been greatly minimized but was allowed to fully impact Gulf states for political reasons. Having personally flown on 265 missions into the eyes of hurricanes, Livingston remarks that he was “disgusted” by the failure to lessen the impact of Katrina. World renowned physicist Dr. Michio Kaku made a shocking confession on live TV when he admitted that HAARP is responsible for the recent spate of hurricanes. In an interview aired by CBS, Dr. Kaku admitted that recent ‘made-made’ hurricanes have been the result of a government weather modification program in which the skies were sprayed with nano particles and storms then “activated” through the use of “lasers”. The High-Frequency Active Auroral Research Program (HAARP) was created in the early 1990’s as part of an ionospheric research program jointly funded by the U.S. Air Force, the U.S. Navy, the University of Alaska Fairbanks, and the Defense Advanced Research Projects Agency (DARPA). According to government officials, HAARP allows the military to modify and weaponize the weather, by triggering earthquakes, floods, and hurricanes. Anongroup.org reports: One detail in a plethora of academic papers and patents about altering the weather with electromagnetic energy and conductive particles in the stratosphere, research published in the Proceedings of the National Academy of Sciences said the “laser beams” can create plasma channels in air, causing ice to form. According to Professor Wolf Kasparian: “Under the conditions of a typical storm cloud, in which ice and supercooled water coexist, no direct influence of the plasma channels on ice formation or precipitation processes could be detected. Under conditions typical for thin cirrus ice clouds, however, the plasma channels induced a surprisingly strong effect of ice multiplication. Within a few minutes, the laser action led to a strong enhancement of the total ice particle number density in the chamber by up to a factor of 100, even though only a 10−9 fraction of the chamber volume was exposed to the plasma channels. The newly formed ice particles quickly reduced the water vapor pressure to ice saturation, thereby increasing the cloud optical thickness by up to three orders of magnitude.” To really understand geoengineering, researchers have identified defense contractors Raytheon, BAE Systems, and corporations such as General Electric as being heavily involved with geoengineering. According to Peter A. Kirby, Massachusetts has historically been a center of geoengineering research. (Natural News) We’re bringing this claim to your attention because a growing number of observers, websites and analysts are concluding that Hurricane Harvey was “engineered” and made into a “weather weapon” through a combination of ground-based temperature manipulation tools and “chemtrail” seeding.
Yes, it sounds absurd at first, until you realize that Al Gore tells us that human activity controls the climate every day. It’s called “climate change,” and in fact, Al Gore and the climate alarmists directly tell us that we created Hurricane Harvey and all the other “extreme” weather events anyone sees. Weather modification, in other words, has become the de facto belief of climate alarmists. The entire mainstream media routinely insists that hurricanes, droughts, floods, snowstorms and tornadoes are all unintentionally created by human activity.
The key difference between Al Gore and the “weather wars” theories is that those who believe in weather wars insist these hurricanes are deliberately created, selectively amplified and steered into selected targets. Al Gore believes hurricanes are created by Man, in other words, and the weather wars theorists say they are precisely controlled and deployed as weapons of terrorism to inflict economic damage and achieve psychological goals involving terror and death.
